Taxpayers complain about road conditions

    During the week of July 30, Phelps County commissioners:
    • Heard from Guy and Carolyn Borrson, who submitted a letter stating their concerns regarding the maintenance of Road 1140. Road Superintendent Walter Snelson advised that the road was being prepared this week.


    • Approved to accept the insurance settlement in the amount of $14,733 for the wheel loader, which was vandalized and burned at the St. James Road facility.
    • Heard from Sheran Ashby, county health insurance agent, who discussed programs to help employees be healthier. She offered to come in and give programs to employees about leading healthier lifestyles.
    • Approved Amendment No. 3 to the Show Me Healthy Women Contract for the Health Department to increase the contract from $10,000 to $10,070.07.
    • Approved the renewal of the Prosecuting Attorney’s Victims’ Advocate Grant in the amount of $28,492.22.
    • Was presented framed historic photographs and documents donated to the county by Joe Phelps, Tom Patterson, and Joyce Massey.
    • Approved a speed limit order on Road 7140, setting the speed limit to 35 miles per hour.
    • Approved $6,000 to Anchor Software for the set-up, installation, and training for the Recorder’s office to be paid from the Recorder’s Technology Fund. Also, Recorder of Deeds Robin Kordes appeared before the commission, advising that the computer servers for her office are seven years old and in need of replacement. She noted that each server would cost approximately $10,000 to replace. Commissioners moved to accept a contract from Icloud Hosting at a rate of $500 per quarter for a term of three years.
    • Received the fully executed final Acceptance Report for the bridge on Road 5240.
    • Heard from County Treasurer Carol Green, who reported that CART funds received for July, 2013 were down 1.29 percent. Motor vehicle receipts were down 18.93 percent and motor vehicle fees were down 36.84 percent compared to the same period in 2012.
    • Was notified that the Phelps County Regional Medical Center has agreed to provide funding for the Community Care Clinic in the amount of $75,000 for 2013.
    • Heard a presentation on replacement of courthouse windows. Failing windows will be replaced using Anderson Windows and commissioners will be receiving energy efficiency information for the windows.
    • Discussed possible ways to replace the failing bridge on road 7050. Walter Snelson is awaiting the hydrology study to be done by Archer/Elgin Engineering. Snelson is to contact the Department of Natural Resources regarding any permits required for the work.
    County Commissioners meet every Tuesday and Thursday at 9 a.m. at the Phelps County Courthouse in Rolla. All meetings are open to the public.
