A way to have upland birds

    On Truman Lake this week, while rabbit hunting, it occurred to me that managing small game on our public land takes a back seat now to producing ground which tenant farmers can make money from. We all own that public land, but only a select few reap the rewards…the farmers who lease it and the Conservation Department who is being paid their portion of the profit.
