Final Notice and Public Explanation of a
Proposed Activity in a 100-year Floodplain
September 15, 2021

To:  All interested Agencies, Groups and Individuals
    This is to give notice that the City of Steelville, Missouri under Part 58 has conducted an evaluation as required by Executive Order 11988 and 11990, in accordance with HUD regulations at 24 CFR 55.20 Subpart C Procedures for Making Determinations on Floodplain Management and Wetlands Protection. The activity is funded under the Community Development Block Grant (2020-PF-27). The proposed project is located at 101 W. Keysville Street, Steelville, Missouri in Crawford County. Community Panel 303 of 575, Map 29055C0303D dated May 20, 2010.
    The City of Steelville is renovating the existing city-owned Community Building. Interior and exterior improvements are proposed to address ADA accessibility to the facility, improve environmental efficiency, improve security, and prepare the building for enhanced emergency use. Improvements include remodeling restrooms, parking, ramps, sidewalks, and entrances to improve ADA accessibility; installing LED light fixtures and a high-efficiency HVAC system; adding a new suspended (drop) ceiling; adding stud walls with gypsum board finish and insulation; the addition of insulated, metal-panel siding on the exterior and removing unnecessary openings in the structure; roofing, gutter, and downspout repairs; adding an emergency generator and automatic transfer switch for the building and well; installing a security system with card access and security cameras; and remodeling the kitchen with energy-efficient appliances. The project will affect approximately 0.5 acres of Zone AE floodplain; no wetlands will be affected. The natural and beneficial functions and values of the floodplain/wetland include fish and wildlife habitat, natural flood and erosion control, biological productivity, recreational activities, groundwater recharge and surface water quality maintenance. No floodplain will be converted to a different use and elevations will remain the same. The total project cost is $630,988, with CDBG funds accounting for $495,788, and local cash and in-kind funds totaling $135,200.
    The City of Steelville, Missouri has considered the following alternatives and mitigation measures to be taken to minimize adverse impacts and to restore and preserve natural and beneficial values: (i) not completing renovations to the existing structure would result in the building continuing to have accessibility issues and it would remain insufficient for use as an emergency shelter; (ii) to ensure that the project has no substantial impact on the environment and that floodplain values are protected, construction practices will minimize erosion and sedimentation/runoff to nearby streams, including adherence to any “Clean Water Act Permit” conditions (Missouri DNR or US Army Corps of Engineers); (iii) areas in which the natural cover is disturbed will be revegetated to minimize erosion using native plant species compatible with the local landscape and wildlife needs; (iv) while no work is anticipated in the nearby stream, because pollutants, including sediment, can have significant impacts far downstream, silt fences and/or vegetative filter strips will be installed to buffer streams and drainages until a well-rooted ground cover is reestablished.
    There are three primary purposes for this notice.  First, people who may be affected by activities in floodplains and wetlands and those who have an interest in the protection of the natural environment should be given an opportunity to express their concerns and provide information about these areas. Commenters are encouraged to offer alternative sites outside of the floodplain and wetland, alternative methods to serve the same project purpose, and methods to minimize and mitigate impacts.  Second, an adequate public notice program can be an important public educational tool. The dissemination of information and request for public comment about floodplains and wetlands can facilitate and enhance Federal efforts to reduce the risks and impacts associated with the occupancy and modification of these special areas. Third, as a matter of fairness, when the Federal government determines it will participate in actions taking place in floodplains and wetlands, it must inform those who may be put at greater or continued risk. Copies of the Floodplain Development Permit for this project will be sent to SEMA and DED.
