Since witchcraft and all of the aspects of Halloween are forbidden in the Bible (Gal.5:20), and since Jesus said, "but if anyone causes one of these little ones who believe in me to sin, it would be better for him to have a large millstone hung around his neck and to be drowned in the depths of the sea," (Matt.18:6) I urge all Christians to have nothing to do with Halloween—or at least the evil part of it.
Witches, demons, and ghosts are very real (I have cast ghosts out of houses), and as part of Satan's arsenal are looking to take you to Hell or at least hinder your life here (1 Pet.5:18). Therefore, I don't believe that God wants anyone to pretend to be one or make light of it.
So, if you have children who want to go out that night, explain to them how evil such things are and do something else with them that night. Or perhaps you and some other Christian parents can have your own party.
But if you do send or take them out, please do not dress them as anything evil. I know, some people think it is cute and funny, but when they end up in Hell one day they will no longer think so.
Of course, if they repent and turn to Jesus Christ as their Savior and Lord before they die, they will be forgiven, but unfortunately most probably will not.
But whatever, may you look to God for guidance.
