A Rolla man was arrested and charged with seven counts of possession of child pornography, a Class B Felony. Neil Anthony Outar, 42, was arrested on February 9 in the 900 block of Brookside Lane in Rolla and was incarcerated in the Phelps County Jail pending warrants.
