Assessment forms due March 1

All Phelps County residents must fill out and return personal property assessment forms by the March 1 deadline to avoid penalty. Completed forms can be mailed back to the assessor’s office or filled out online through the assessor’s page on the county website.

Forms were mailed in January and are used by the county assessor to determine the taxable value of each resident’s personal property. This includes all personal property owned as of Jan. 1, including vehicles, livestock, farm machinery, recreational equipment and more that belong to each resident. The county assessor then uses this information to calculate annual personal property tax bills.

If forms are not returned by March 1, residents could face penalties added to their assessment, which can range from $15 to $105, and are dependent upon the assessed value of the property. Second notices will be issued once the deadline passes, and beginning May 1, penalties will be assessed.

To submit assessment forms online, go to Phelps.MissouriAssessors.com and click on “e-file personal property.”

In addition to the options to return forms online or by mail, residents may also drop their forms off at the Assessor’s office in Rolla.

Forms are reprinted with the same information that residents filled out in the prior year. When completing the form, residents will need to check that the assessment information in the yellow box is correct and all properties they owned on Jan. 1, 2026 are listed. If there have been no changes made to the number of items owned from last year, mark the box “no changes made.” 

If there are changes, write in new items on the back of the form and/or cross out any items listed that are no longer owned. Be sure to also mark the “changes have been made” box. Do not relist any items on the back that already appear correctly in the yellow box. Don’t forget to sign the form before returning it.
