Rolla woman arrested in St. James on burglary charges

Cynthia Hill, 32, of Rolla was arrested May 13 at an abandoned residence in the 200 block of Rhoda Street on allegations of burglary in the second degree, a class D felony.

Hill was taken into custody and is currently being held at the Phelps County Jail. The court originally set bond at $25,000, but following a May 14 bond review hearing, reduced the amount to $10,000, cash or surety, with added conditions.

The defendant may not have contact with the victim, is prohibited from using or possessing controlled substances without a prescription, may not use or possess marijuana or alcohol, shall not possess a firearm or other deadly weapon and must submit to chemical testing of blood, breath or urine to determine substance usage.

A bond review hearing is scheduled for 10:30 a.m. on May 26 at the Phelps County Courthouse. No new information was available before the Saint James Press’ deadline.

According to a probable cause statement filed by the St. James Police Department, officers received an anonymous report of a burglary in progress. The caller reported seeing a white female crawling through an open window of the property.

When police arrived, they made entry through the window and located Hill, sitting in a folding chair with bags nearby. Police observed multiple floors and walls missing, wires hanging from the walls and ceiling and standing water in the basement.

With Hill’s consent, officers searched around where she was sitting and located an Adidas bag with copper wires, women’s jeans, tampons and other products. Hill denied that the bag was hers.

In a separate bag, officers found wire cutting tools and knives. In another, they found a glass and rubber smoking device, a used syringe and a clear plastic pipe with residue. Hills claimed ownership of these bags.

When officers escorted Hill to the patrol vehicle outside, they located a broken glass pipe in her pockets which she allegedly told them was used to smoke marijuana. Hill was transported to the St. James Police Department to be interviewed.

“Upon questioning, C. Hill remained adamant that the Adidas bag containing the wires was not hers,” Officer Joshua Carl wrote in his report. “She admitted that the pipes and syringe were used to consume ‘dope’ which she identified as ‘meth.’”

A field drug test of one of the glass smoking devices confirmed the presence of methamphetamine. An additional sample was submitted to the Missouri State Highway Patrol Crime Laboratory for more analysis.

The total amount of copper wire with conduit located in the Adidas bag was about 25 feet long and of unknown value. The owner of the property did not wish to pursue charges, stating the residence was set for destruction and uninhabitable.

“A criminal records search of C. Hill revealed prior arrest related to controlled substances, however, no prior convictions,” the report reads.
